EXTERNAL COOPERATION FOR THE IMPLEMENTATION OF INTERNATIONAL PROJECTS

The External Cooperation Office specializes in the implementation of European and international projects, both intra-regional and inter-regional. We are at the forefront of promoting the region’s opportunities by:

  • international projects as catalysts of transnational cooperation, by identifying new development opportunities and promoting the agency and the region on the global stage. We identify and implement innovative solutions adapted to the regional context, select opportunities with significant impact for the agency and the region in accordance with the agreed thematic priorities and carefully analyze European and international programs to obtain funding for our initiatives;
  • developing strategic partnerships to facilitate exchange of experience and building sustainable relationships with counterpart entities. We organize and facilitate study visits, exchanges of experience and collaborations between interested parties (quadruple helix) from the North-East Region and similar organizations outside Romania, on priority fields or areas of common interest;
  • joining European or global platforms in order to actively integrate into networks of experts, contributing to innovative solutions for common challenges.

IDENTIFICATION AND CAPITALIZATION OF EUROPEAN OPPORTUNITIES

We facilitate and develop regional, national, international partnerships and inter-regional pilot initiatives. We are members of international associations and networks and participate in consultations with European impact in sustainable development and innovation.

KNOW-HOW INFUSION, SUSTAINABLE PARTNERSHIPS, ENLARGED HORIZONS

Through the implemented external cooperation projects we promote new concepts, such as: clusters, energy efficiency, circular economy, energy transition, climate adaptation, offering support in the formation of new skills to our collaborators.

NORTH-EAST RDA HOST STRUCTURE FOR EUROPEAN NETWORKS

North-East RDA is the host structure for the North-East Europe Direct Center, dedicated exclusively to the provision of European information services and the Europe Enterprise Network Center, focused on specialized services to support business and innovation in the North-East Region.

Membership of relevant national and international networks on the regional development map provides us with access to a valuable flow of knowledge, allows us to capitalize on growth opportunities and helps us to increase our visibility beyond the region.

01ROREG

Romanian Association of Regional Development Agencies

In 2001, North-East RDA initiated the formation of the National Association of Agencies for Regional Development in Romania, for which it holds the presidency.

The ROREG Association is a non-governmental body that aims to act actively to attract investment and develop projects, to ensure representativeness in relation to national and international institutions, to support and improve the favorable attitude for regional development among local and central public administration, but and other institutions and organizations of public interest. The activity of this association is oriented for the benefit of the citizens of Romania, who must really benefit from the advantages offered by attracting non-reimbursable funds through the activity of the eight Agencies for Regional Development in the country.

02EURADA

European Association of Development Agencies

The European Association of Development Agencies (EURADA) brings together professionals in the field of economic development through a wide network of 80 members from 23 countries in the European Union and other countries.

Since its inception in 1992, the EURADA network has aimed to connect its members with other economic development practitioners, business partners and European authorities in order to promote best practices in the field, encourage exchanges of experience and know-how and to support cooperation projects between development agencies in several countries.

North-East RDA has been a member of EURADA since 2003.

The association unites on the basis of federal principles the agencies that have a mission of economic development of a geographical area and that have significant links with a local authority both in terms of its financing and its objectives.

EURADA facilitates contact with twin associations in the USA, Canada and Australia through the INED (International Network for Economic Developers).

North-East RDA is a member of the Eurada Steering Committee for the period 2017-2020.

EURADA presents an activity program that includes the following:

  • recognition of development agencies as specific mechanisms and entities of economic development
  • promoting innovative and transferable techniques in the field of local and regional economic development
  • dissemination of relevant information on Community policies
  • strengthening technical cooperation with both the European Commission and other Community institutions

03Europe Direct

The Europe Direct network is one of the main tools used by the European Commission to inform and communicate with citizens at local level.

The network includes, at European Union level, 480 Europe Direct Information Centers, 400 European Documentation Centers and 700 Team Europe members. In Romania, the 31 Europe Direct Information Centers, 14 European Documentation Centers and over 20 European policy experts Team Europe represent the Commission’s interface with local citizens and have the mission to promote an informed and active European citizenship. These networks provide general and specialized information on the EU and refer to specialized sources of information, raise public awareness and promote debate on European issues.

In 2008, the North-East RDA became a member of the network and created the Europe Direct North-East Center.

04EEN

Enterprise Europe Network

Enterprise Europe Network is an initiative of the European Commission, being the largest network that supports enterprises, business support organizations, research institutes, universities, technology centers, development agencies from over 60 countries, including the 27 member states of European Union, candidate countries, member countries of the European Economic Area (including Iceland, Liechtenstein and Norway) and other third countries.

More than 600 centers host the Enterprise Europe Network and offer specialized services to support business (information, feedback, cooperation and internationalization) and support innovation (transfer of know-how and technology).

North-East RDA, through the consortium ERBSN (Eastern Romanian Business Support Network), is a member of the EEN network since 2015, together with 8 other partner organizations located in Macroregion 2 of Romania (North-East and South-East Regions).

05DLearn

DLearnEuropean Digital Learning Network

The European Association for Digital Education (DLEARN) was born at the beginning of 2016, North-East RDA – through the Regional Center for Studies – being one of the founding members.

The European DLEARN network is a start-up association initiative of 25 organizations active in Europe in the field of digital education and training. Its aim is to embrace the challenges posed by the digital transformation in terms of the digital skills gap and digital education opportunities.

DLEARN WANTS TO BRING THE EXPERIENCES AND VOICES OF THE TERRITORIES CLOSER TO THE POLICIES OF THE EUROPEAN UNION, LAUNCHING INITIATIVES FROM THE BOTTOM UP, SUCH AS:

Lobby with the European Commission to promote support policies in the digital education sector

Communication and information at European level on modern digital learning and teaching technologies

Development of a working platform for the elaboration of profile projects with European funding

Improving existing experiences and knowledge on digital education by sharing good practices

06ERRIN

European Regions Research and Innovation Network

Founded in 2001 as an informal network, ERRIN is today a well-cohesive, Brussels-based platform of more than 130 regional organizations in 24 European countries, most of which are represented by their Brussels offices.

North-East RDA became a member of this network in January 2018 and part of the management board in October 2018.

The members of the network are mainly regional authorities, universities, research organizations, chambers of commerce and clusters. ERRIN works with research and innovation in a holistic way, promoting triple helix and quRDAuple cooperation approaches and the importance of regional innovation ecosystems.

ERRIN facilitates regional collaboration and knowledge sharing for the benefit of all members and partner organizations, with a view to building a competitive Europe that supports smart, sustainable and inclusive growth in all regions.

ERRIN’s mission is to strengthen the regional and local dimension of the European Union’s research and innovation policy and programs and programs using the 4P approach:

07Vanguard initiative

Vanguard Initiative is a collaboration between European regions, mainly in the Member States of the European Union, which aims to encourage innovation and cooperation in the field of industry, focusing on sectors with growth potential and emerging technologies. This initiative aims to support the development and implementation of joint projects in the field of industry and research, in order to stimulate competitiveness and innovation in the participating regions. Through collaboration between different regions and stakeholders, the Vanguard Initiative aims to promote the exchange of best practices, facilitate access to finance and create an enabling environment for innovation and sustainable economic development. North-East RDA joined this network in June 2022.
