ClusterPoliSEE main objective is to enhance the capacity of regional policy makers to confront, prevent and anticipate change, developing smart specialization strategies for cluster improvement, thus accelerating differentiation and structural change towards a knowledge-based economy in which there is a place for all SEE regions to position themselves.

23 members partnership covers 11 different SEE programme countries (8 EU MSs and 3 IPA.
Partnership involved: Regional and National Public Institution responsible for cluster policy development and implementation, Regional Development Agencies responsible for the management of Cluster Programmes and Regional Innovation strategies, National Research Institutes and Universities, Innovation promotion bodies and Cluster Networks.

Work plan runs through a matrix approach where six cross cluster development areas: Innovation, R&D driven Cluster Development; Sustainability through Cluster Development ; International Cluster Cooperation and networking, Financial Framework Improvement (Cluster Financing), Cluster and Regional Specialization, New skills and Jobs creation, cross- cut operational phases of the project 1. to find out information gap data and barriers and how to remove them for learning process and 2. to improve effective regional cluster policy making.
Therefore, pilot actions and their assessment complement and instantiate abstract prioritizations, serving as benchmarking for current and perspective initiatives.

Cluster PoliSEE S3 learning platform is a collaborative and policy learning system across all project countries to transform SEE into a broad-reaching laboratory for regional policy innovation including the institutional, organizational, design and implementation aspects, and to develop a competence centre in SEE for Cluster stakeholders to spearhead and test the advantages of the smart specialization model as a guideline for R&D and competitiveness policies.
SEE Cluster Policy learning platform aims at improving SEE cluster policies through cooperative learning, policy transfer and information interchange between SEE policy makers exploring the added value of transnational cooperation based on an open and interactive web-based support for mutual learning and through a shared knowledge base and common tools.
Any institution representative, R&D Transfer and innovation promotion body, cluster network or more simply, a stakeholder interested in Smart Specialization themes, cluster policy, development and networking in the South East Europe area, you can freely join Cluster PoliSEE S3 platform.

To take advantage of the information and features internal to the platform, actively contribute to the next programming period activating cluster policy learning mechanisms and development, enrollment in the platform is needed. Registration is very simple. Then you will receive an email in which a registration confirmation is required and functional to the choice of your own password.

North-East Regional Development Agency organized on 22-23 September in Iasi, the international conference Clusters and knowledge management for Europa 2020, an event supported by the Ministry of Economy, Institute for Economic Forecasting of Bucharest, Association for Promotion of Knowledge Economy and the National Association of Romanian Clusters, as partners.
